The point is that Pragmatic Play nailed the balance with Sugar Rush, and by cloning it, that same recipe carries over into Sugar Twist. That includes the same win cap of 5,000x the bet.
Because so much is unchanged, it wouldn’t have been outrageous if Pragmatic Play had also increased Sugar Twist’s maximum win to add another reason to play. Still, even if the decision to reissue Sugar Rush with a higher RTP is debatable, the above-average return is a strong incentive on its own and makes picking between this and Sugar Rush fairly straightforward.
